Defense Secretary Ash Carter says it’s time for an upgrade to the Goldwater-Nichols Act, but the Pentagon will need help from Congress.

Defense Secretary Ash Carter says it’s time for an upgrade to the Goldwater-Nichols Act. That’s the law that created the current command structure back in 1986. Carter revealed some reforms the department is already working on by itself, but he also outlined changes that’ll need authority from Congress. Several top generals tell the Senate, the Army’s current, budget-driven plan to reduce its active duty force to its smallest size since before World War II creates a “high military risk” that it won’t be able to defend U.S. interests against a capable competing military.
