“There are so few promotion opportunities when you come in at the bottom of the ladder (5-6-7), and now I have to compete with veterans preference. It has been exceedingly difficult to build a federal career the ‘old-fashioned’ way of working up the ladder. I have been in civil service for almost eight years, have had to work for three different agencies, and I’m still only a seven. It’s frustrating. All the helpful programs for ‘leaders’ and to ‘build your career’ are only offered to GS-12 and above. Why doesn’t the government want to invest in those like me? I stay for the great benefits, the stability and regular paycheck.”
