Defense Authorization to set cyber rules of engagement

The latest markup of the 2012 Defense Authorization lays out how DoD can carry out secret operations in cyberspace. The new cyber rules of engagement are outlines by House Armed Services Committee Chairman Howard McKeon of California. He says there is little precedent for what can be considered military warfare in cyberspace. His language allows for secret cyber operations to defend DoD assets and to support military operations outside of the United States. The bill has more than a dozen items slated for cyber funding. The largest amount goes to DISA for $24 million.
