Managing the workforce, and managing acquisitions, will be part of the portfolio for the new Undersecretary of Management at the Homeland Security Department. President Obama’s nominee for the job is Rafael Borras. But there are questions about how he’s managed his personal finances, and those questions were part of the discussion at his confirmation hearing before the Senate Homeland Security and Governmental Affairs Committee last week.
