Nearly one-third of weapons systems the Defense Department has bought since 1997 are overbudget, and some of them by as much as 50 percent.

Those numbers are from a new Government Accountability Office report. The federal law that is supposed to get the Pentagon to cancel or fix procurement programs isn’t working.
