Exclusive: State’s Toler joins DHS to run network resilience office

The Homeland Security Department continues to add pieces back to its cyber division.

Bobbie Stempfley, the deputy assistant secretary of the Office of Cybersecurity and Communications, today announced Danny Toler joined the office as the director of Federal Network Resilience.

“Danny has decades of experience building and implementing information technology solutions with substantial successes at the Department of State,” Stempfley wrote in an email to staff obtained by Federal News Radio. “We welcome his experience in CS&C as the National Cyber Security Division has undertaken a significant growth in their operational mission requirements with even more responsibilities in enhancing the security of the .gov space.”

Toler comes to DHS from the State Department where he was the director of the Information Resource Management’s Office of Enterprise Network Management. In that role, among the things Toler helped with was State’s implementation of Trusted Internet Connections.

Now at DHS, Toler will “oversee FNS initiatives and help implement new dimensions of continuous diagnostic and mitigation activities in this growing area for DHS and the “.gov,” Stempfley said.

“Among his early tasks will be to establish a fulsome activity in .gov continuous diagnostics building on the successes in the Federal Network Security Branch over the past few years and integrating the activities of FNS, continuous diagnostics, and the prioritization work as we transform FISMA,” she wrote.

Toler becomes the second State cyber official to join DHS’s National Programs and Protections Directorate, and the fourth senior official since the summer.

John Streufert, State’s former chief information security officer, joined DHS NPPD in January as the director of the National Cybersecurity Division.

Along with Toler, DHS last week announced Mike Locatis, the Energy Department chief information officer, will join as its new assistant secretary for cybersecurity and communications in NPPD.
