It’s been more than a year since Congress passed legislation allowing seasoned federal employees to ease into retirement gradually — working part time while collecting a partial retirement. Earlier this month, the Office of Personnel Management issued its first proposed regulations to implement the law. They answered a lot of questions about how phased retirement will work — but not all of them. Here to walk us through what we know about phased retirement and what we still don’t is Tammy Flanagan, the senior benefits director for the National Institute of Transition Planning.

The field of cyber forensics is growing more and more important to both public and private sector organizations for reasons that don’t need much explaining. But what is a “cyber forensics professional,” and how do you know if you’re hiring a competent one? One of the world’s main IT security certification bodies is out to answer those questions. The advisory panel that helps oversee IT security across the federal government spent the latter half of this week getting a wide range of updates on what agencies are up to when it comes to securing federal systems — and the emerging technologies that’ll help them do it. The marathon of briefings to the Information Security and Privacy Advisory Board just wrapped up a few hours ago. Greg Garcia is a former asssistant secretary for cybersecurity at the Department of Homeland Security, and now the head of his own firm, Garcia Cyber Partners. He’s also a member of the advisory board. He joins In Depth to recap the meetings.

The U.S. Postal Service says it gained further ground last year in cutting back on greenhouse gas emissions, facility energy use and solid waste. The numbers are in the Postal Service’s annual sustainability report. Thomas Day is the postal service’s chief sustainability officer. He talked with In Depth about the relationship between USPS’s declining mail volume and its energy use.

One of the largest government contractors in the country has agreed to give back nearly $12 million to the federal government. SAIC reached the settlement with the federal government and a former employee-turned-whistleblower, which brought the suit under the federal false claims act, claiming SAIC falsified its costs under a government contract to train first responders in dealing with weapons of mass destruction. Tim McCormack, a partner at the law firm Phillips and Cohen, which represented the whistleblower, joins In Depth with more.
