A bill that would make sweeping changes to non-weapons contracting at the Pentagon is one step closer to becoming law.
By a unanimous vote, The House Armed Services Committee has given its final approval to a bill that supporters hope will make substantive changes in the way DoD buys everything that is not a weapons system.
