For a second day, thousands of Wisconsin public workers stormed the state capitol to protest the governor’s plan to cut spending for $3 billion in the next two years by increasing pension and health costs and taking away collective bargaining rights, the Wall Street Journal reports.

In exchange for these losses, the state’s 170,000 public employees were promised no furloughs or layoffs, the Journal reports.

The National Journal reports that the increases costs would translate into a 7 percent pay cut.
