Congress has until Sept. 30 to deliver a complete fiscal 2015 budget plan setting agency funding levels.

In contrast, to the budget turmoil of recent years, a bipartisan budget deal approved by Congress late last year agreed on top-line numbers covering agency spending over the next two years. Even so, appropriators on Capitol Hill still have to agree on individual agencies’ spending priorities.
