Government networks are operating with a dangerous digital blind spot: 78% of public organizations carry significant “security debt,” meaning software and applications contain flaws that remain unpatched and unaddressed for more than one year.
Amid automated attacks and aging government infrastructure, tackling this problem is less about detection and more about visibility. System administrators can only defend what they “see,” and many public networks still lack the comprehensive monitoring to identify weaknesses across distributed environments.
Let’s explore why visibility is the first step toward paying down this security debt and how government agencies can better protect the citizen data and critical infrastructure at stake.

Just like financial debt, security debt compounds over time. Longer remediation windows are more likely to be exploited by attackers — particularly as they reach new scale with automated vulnerability discovery — and result in data breaches, ransom demands or service disruptions. And this is without mentioning how security incidents erode public trust and complicate compliance.
Evolving federal cybersecurity requirements now target software development practices and remediation timelines. For example, current federal directives require agencies to fix vulnerabilities within weeks rather than months or years. But the consistent level of security debt indicates this remains a widespread problem that can’t be easily undone at the stroke of a pen.
Several barriers stand in the way of fixing this. First, legacy infrastructure often sprawls across servers, routers, workstations and other network devices that were added at different times and on different systems. Keeping track of inventory, status and updates is especially difficult without a comprehensive understanding of what’s connected. This issue is further complicated by government budgets — always aiming for constraint and cost-effectiveness — that keep older endpoints online despite the fact that they’re more difficult to oversee and protect.
Isolated teams across distributed architectures also usually lack unified threat detection. Various dashboards monitoring on-premises, cloud and remote environments struggle to correlate data across silos, resulting in fragmentation.
And this is made even worse by the growing divide between IT and OT. Traditionally, the former focuses on data security and network performance while the latter prioritizes uptime for industrial control systems, building management and utilities. But as these once-separate worlds converge — with OT systems now connecting to wider networks for everything from data analysis to smart city initiatives — bad actors are exploiting the gaps in between.
Each of these bottlenecks underscores the need for comprehensive asset inventories and enhanced infrastructure oversight. Without unified visibility, agencies are unaware of their true attack surface and therefore unable to defend in kind. This is no longer good enough.
If the public sector can’t see the complete security picture or network posture, then it can’t defend with full context. This is why visibility is the first and most important step in paying down the security debt: round-the-clock monitoring keeps a finger on the ecosystem pulse, ensures reliability, and flags threats in advance.

Unified monitoring eliminates manual software checks by continuously scanning for updates and patches across environments. It monitors baselines to quickly report deviations like data spikes (which can indicate data exfiltration) and irregular performance (which can indicate the need for device replacement or predictive maintenance) on a single dashboard. Also, by displaying device and network data together, teams can base decisions and discussions on a single source of truth that speaks to both IT and OT. All of this results in less firefighting and more cross-team collaboration.
Simply put, understanding the network translates into better outcomes. Take Alberta’s City of Airdrie. After integrating more than 1,000 sensors through a virtualization initiative, the city gained a deeper understanding of bandwidth consumption, broadband radio links, server disk space and more. The result: real-time intelligence, better hardware lifecycle management, and historical data that reveals security and performance over time.
Better visibility provides a foundation that makes every other measure more effective. Why? Because agencies can’t patch vulnerabilities they don’t know exist, prioritize fixes without understanding criticality, or defend infrastructure they can’t see.
