It’s been over two years since the Office of the Director of National Intelligence began what some have called a “risky” experiment: placing a career academic rather than an intelligence officer in charge of improving the analysis of intelligence. Dr. Richard Immerman is currently Ombudsman at ODNI and has gotten praise, as well as criticism, during his time on the job.
