Analysis: Whether IT reform will work

\"Hard, but do-able,\" says a former administrator of the Office of Federal Procurement Policy about OMB\'s new 25 point IT reform plan. Steve Kelman explains.

Ever since he led the Office of Federal Procurement Policy during the early Clinton Administration, Steve Kelman has kept active in federal management. Kelman is a professor at the Kennedy School of Government at Harvard, but he spends a lot of time in Washington. Tom caught up with Kelman at the Government Contract Management Conference. He had a lot to say about the 25-point IT procurement and management plan released last week by Federal CIO Vivek Kundra.
