The biggest human capital issue at the Defense Department is a shrinking budget, which could lead to hiring freezes, according to Adam Jelic, chairperson of the Human Capital Management for Defense Conference. Jelic, also Associate Partner of Human Capital Management Services at IBM Global Business Services tells Tom Temin one of the areas he sees for improvement at the Department is in the hiring process, which takes too long and the people that are hired don’t stay in their positions long enough.
