Rep. Ed Markey (D-Mass.) said consumers should know whether their mobile devices are sending their personal information to third parties, and those third parties would have to guarantee the security of that data.
Last year, news broke that a software company, Carrier IQ, was tracking the keystrokes of millions of smart phone users without those users ever knowing. The software industry opposes the bill.
The trade group SIIA says the privacy rules would stagnate the industry.
