Almost like clockwork, each summer and winter brings destructive weather. And each year, the federal government’s weather apparatus works hard to keep up with technology and the latest scientific developments. Now one group is urging a new approach — a public-private U.S. Commission on Weather Policy.

The General Services Administration has turned some federal buildings into labs to test the latest green technology. Under the Green Proving Ground program, some federal workers may get to try out intelligent power strips. Others might see their building windows swapped out for ones that automatically darken on sunny days.
