The Army’s recent decision to focus its research and procurement budgets on a half dozen modernization priorities has consequences. Despite Congress’ recent decision to plus up the Defense Department budget, Army leaders are beginning the process of combing through 800 programs, preparing for eventual decisions about which ones will need to be scaled back or cancelled outright.
