According to a recent blog post from Budget Director Peter Orszag, the number of Congressional earmarks is on the decline. OMB says the number of earmarks decreased by 17-percent from 2009 to 2010, but government watchdog group Taxpayers for Common Sense disagrees. They say the Administration is not comparing apples to apples on when it comes to earmarks.
