Major reforms are coming to the Senior Executive Service. A Leadership Development Program, an advisory group and new customer service award are some of the major changes President Barack Obama has proposed. Bob Tobias, professor with Key Executive Leadership programs at American University, says the reforms are a start. In his Top 3 for 2015, he tells In Depth with Francis Rose he’s looking for stronger leadership over of the Executive Branch in 2015.

Bob Tobias’ Top 3 for 2015:

  1. Will the President’s recent speech to the SES be a one time offering or represent a true change to acceptance of a role of leading the executive branch?
  2. The prospect for federal employee vilification increases with a Republican Senate. Will federal employees — the non political employees — be thrown under the bus, or will the political appointees step up and shoulder the blame?
  3. The prevailing congressional view is to “punish” federal agencies who screw up by reducing funding and then further criticize federal agencies for failing to serve the public.
