If the Obama administration plans on making federal employees more than just overhead, it will start to make changes with its submission to Congress of the 2010 budget in less than a month.

That is what Scott Gould, the new Veterans Affairs deputy secretary, says.

Gould also teamed up with Harvard professor Linda Bilmes to co-author a book calling for radical changes to the federal human capital system.
