The Wall Street Journal reports that about 20,000 Texas state employees are dumping their own trash in an effort to save the state an estimated $825,000 annually on labor costs.

The program has the dual goals of decreasing waste and increasing recycling.

Texas is spending about $195,000 to set up the program, purchasing small individual bins, larger centralized bins, signs and brochures. So far there has been a 13 percent increase in the collection of recyclable materials-worth $35,000 a year if that pace continues, and diverting the materials from the trash saves $45,000 more a year, according to the article.
