For months, federal employees’ salaries have been at the center of intense debate over the meaning of fair pay.

The controversy, in part, brought the issue of freezing federal salaries to the national stage, and raised questions of whether pay affects recruiting, retention and morale.

But now it seems the Obama administration is stalling on questions of pay reform. Tom Shoop, the editor-in-chief at Government Executive Magazine, explains how agencies are grappling with pay and performance.
