The Army Corps of Engineers new commander, Lieutenant General Todd Semonite, has been on the job about eight months. As former Army talent management chief, he knows how to motivate people. As a lifelong engineer, he likes to build things to last. In his first interview as commander, Semonite told me how long a view the corps takes in considering its mission.
