The Labor Department has a proposal to reform the 99-year-old Federal Employees Compensation Act. The department says it encourages disabled employees to rely on other savings instead. It also cuts extra compensation employees with dependents now get. But some employees\' unions say FECA reform doesn\'t consider the disadvantages workers with disabilities already have.
