The Office of Personnel Management responded quickly -- at first -- to explain what it knew about the first big data breach. But by the second data breach, that was out the window and the agency was anything but transparent. Jessica Klement, the legislative director of the National Active and Retired Federal Employees, says information all but ceased. She tells In Depth with Francis Rose what OPM should be doing to be doing to be more responsive and informational to government workers.
