A former Virginia Governor takes a key role in helping the Senate to understand government performance measurement.

During the Clinton Administration, it was called “GIPRA”. During the most recent Bush Administration, officials swore by the “PART” and its “red/yellow/green light” ratings. Both are forms of performance management, efforts to measure the effectiveness of government programs. Now that the Obama Administration is trying to determine how it will measure performance, a Senate committee is changing to provide performance management oversight.
