When it comes to hiring and maintaining a first class workforce, the federal government can be its own worst enemy. That’s one conclusion from a brand new study based on interviews with chief human capital officers out this morning. The survey was the work of Grant Thornton and the Partnership for Public Service. Joining us with details on what’s described as a dysfunctional system, is John Palguta. He’s vice president for policy at the Partnership.
