The Obama administration has placed a lot of emphasis on open government, and especially on increasing collaboration. The hope is that there will be more discussion among agencies as well as with citizens and other stakeholders. For land management agencies, that means not only those in the office but also frontline workers. Cass Moseley wrote a report for the IBM Center for the Business of Government on increasing frontline collaboration. She tells us about lessons learned from stewardship contracting.
