The Armed Services are among the biggest investors in research and development. But too often, what’s invented in the labs doesn’t make into commercial products. Hoping to increase the conversion rate, the University of Maryland has partnered with the Army. They’ve established a special program at the University’s Center for Public Policy and Private Enterprise. The director of the center is a former DOD acquisition executive, Jacques Gansler. He explains what the Maryland Proof of Concept Alliance is all about.
