The military has already ended combat operations in Iraq, and is on track to move all troops out of the country by the end of the year. Congress has begun hearing testimony as the Pentagon prepares to hand off the mission to the State Department. Stuart Bowen, Special Inspector General for Iraq Reconstruction, tells us about the upcoming transition.
