You might think a transportation law is about transportation, but the new law signed recently by President Obama is so much more that that. In fact, some people are calling it “the Asian Carp” law. Washington wonks are a little peeved with the stalemates on Capitol Hill. Two D.C. academic groups — the National Academy of Public Administration and the American Society for Public Administration — are trying to get the politicians’ attention with a new initiative. They’ve asked political-science experts to write “memos to leaders” detailing exactly what they should do to solve critical issues.

Nowadays we take it for granted that everything from soccer games to royal weddings are beamed in real time around the world in high definition TV. But when the Telstar satellite started up 50 years ago this week, people were astounded. For the federal government, Telstar the program was just as groundbreaking as Telstar the technical achievement.
