A unique group of federal employees has its own retirement plan that isn’t part of the Civil Service Retirement System or the Federal Employee Retirement System. They’re covered by a plan called the CSRS Offset plan. Tammy Flanagan is Senior Benefits Director for the National Institute of Transition Planning.
