Mr. Robert J. Carey serves as the Deputy Assistant Secretary of Defense (Information Management, Integration and Technology) / Department of Defense Deputy Chief Information Officer. Selected to this position after a brief tour as Director of Strategy and Policy for the US TENTH FLEET / FLEET CYBER COMMAND his principle roles will be to help lead the consolidation of Defense information technology enterprise as well as align, strengthen and manage the office of the DoD Chief Information Officer to have it better serve the Department’s mission and help lead the IT workforce into the 21st century.

From November 2006 to September 2010 he served as served as the fifth Department of the Navy (DON) Chief Information Officer (CIO) where he championed transformation, enterprise services, the use of the internet, and information security. In his new role, he will also help strengthen the enterprise architecture, network and information security.

Mr. Carey entered the Senior Executive Service in June 2003 as the DON Deputy Chief Information Officer (Policy and Integration) and was responsible for leading the DON CIO staff in developing strategies for achieving IM/IT enterprise integration across the Department.

Mr. Carey’s Federal service began with the U.S. Army at the Aberdeen Proving Ground in October 1982 where he worked as a Test Director evaluating small arms and automatic weapons and their ammunition. He began his service with the Department of the Navy in February 1985 with the Naval Sea Systems Command. He worked in the Anti-Submarine/Undersea Warfare domain where he served in a variety of engineering and program management leadership positions within the Acquisition Community, culminating in his assignment as the Deputy Program Manager for the Undersea Weapons Program Office. Mr. Carey joined the staff of the DON CIO in February 2000, serving as the DON CIO eBusiness Team Leader through June 2003. During this period he also served as the Director of the DON Smart Card Office from February through September 2001.

Mr. Carey attended the University of South Carolina where he received a Bachelor of Science degree in Engineering in 1982. He earned a Master of Engineering Management degree from the George Washington University in 1995. He has been a member of the Acquisition Professional Community and has been awarded the Department of the Navy Distinguished Civilian Service Award (twice) as well as the Superior and Meritorious Civilian Service Awards, and numerous other performance awards. He received the prestigious Federal 100 Award in 2006, 2008 and 2009 recognizing his significant contributions to Federal information technology. Mr. Carey was also named Department of Defense Executive of the Year for 2009 by Government Computer News.

Mr. Carey is an active member of the United States Navy Reserve and currently holds the rank of CAPTAIN in the Civil Engineer Corps. He was recalled to active duty for Operation Desert Shield/Storm and Operation Iraqi Freedom, where, in 2006-2007, he served in the Al Anbar province with I Marine Expeditionary Force.


Casey Coleman
Chief Information Officer
Federal Acquisition Service

Casey Coleman was appointed the Chief Information Officer for GSA’s Federal Acquisition Service (FAS) in October of 2006. Ms. Coleman is responsible for the delivery of information technology, management services and business applications to support the FAS, the new Service formed by the combination of the GSA Federal Technology Service and Federal Supply Service.

As CIO, Ms. Coleman is responsible for aligning technology with GSA and FAS strategic business objectives. Her primary focus is leading and implementing the effective and efficient acquisition and management of information technology solutions across FAS. Ms. Coleman manages the Service’s $180 million IT program, overseeing management, acquisition and integration of the Service’s information resources. Her oversight includes strategic planning, policy, capital planning, systems development, information security, enterprise architecture, and e-government.

Prior to her designation as FAS CIO, Ms. Coleman served two years as the GSA Federal Technology Service CIO. She also headed the GSA Office of Citizen Services, Office of Citizen Services and Communications, from June 2002 through July 2004, where she developed and successfully launched the USA Services government-wide citizen customer service program.

Ms. Coleman began her career at Lockheed Martin, where she spent several years in software and system engineering roles, developing onboard command and control systems for military systems employed during the Gulf War. She also served for a year as a Congressional Legislative Fellow in 1994.

With more than 18 years of experience in the high tech sector and a background in electronic business commerce, Ms. Coleman is known for her ability to implement organizational change, and using technology to achieve business and mission goals.

Ms. Coleman is a native Texan and graduated with honors from Texas A&M University with a degree in computer science. She later earned a master’s degree in business administration and finance from the University of Texas at Arlington.


Gerald T. Charles, Jr.
Director, Public Sector
Cisco Internet Business Solutions Group (IBSG)

Gerald T. Charles, Jr. is a director in the Cisco Internet Business Solutions Group (IBSG). He brings more than 25 years of executive management, comprehensive technology, and strategic thinking expertise to roles of Executive Advisor, Chief Technology Officer (CTO), and VP/General Manager.

As a thought leader in management and technology strategy, governance, and business models, workforce and workspace sustainability, security, IT-based solutions, and innovation, he is helping transform service delivery and economic value in the public sector. He has served various senior executives and officials in civilian, defense, and commercial organizations. Charles has developed and implemented companies’ mergers and acquisitions as well as strategic, operational, and financial goals.

Prior to Cisco, Charles was a vice president for TRW and BDM. He brought in multimillion-dollar contracts, turned closed subsidiaries into profit centers, and was a key technical and program architect for implementation of the U.S. Securities and Exchange Commission’s EDGAR system. After TRW, Charles was vice president for OAO Technology Solutions (OAOT), a commercial outsourcer and managed services provider, where he eliminated major losses in ebusiness divisions and corporate acquisitions, implemented an IT solution provider practice, and started the company’s public sector division.

Charles is a published author and wrote The LAN Blueprint: Engineering It Right (McGraw-Hill) as well as various Cisco global industry points of view, including the 21st century workforce and workspace, innovation in the Public Sector, transportation, and security. Charles also earned a congressional medal for outstanding service and achievement.

Charles holds an master’s degree in electrical engineering from the University of Maryland, and a bachelor’s degree in electrical engineering from the Illinois Institute of Technology.


Chad Tompkins
Director of Information Technology Policy and Planning
U.S. Consumer Product Safety Commission

Chad Tompkins is the Director of IT Policy and Planning for the U.S. Consumer Product Safety Commission. He leads the Commission’s IT governance program including Capital Planning and Investment Control, Enterprise Architecture, Project Management Office, Security, and Privacy. These services collectively assure that limited IT resources are applied effectively to enable the Commission to protect the public against unreasonable risks of injury from consumer products.

He also serves as program manager for SaferProducts.gov, the Commission’s new public website that allows consumers to report hazardous products, manufacturers to comment, and the public to consider these incidents when making purchasing decisions. In 2010, He worked with several recall issuing agencies and the General Services Administration (GSA) to create the Recalls.gov mobile app. The consumer can use the GSA developed app to search for recalls across the federal government.

Before joining CPSC, Chad established the Pension Benefit Guaranty Corporation’s CPIC and quality assurance programs. He also served on detail at the Office of Management and Budget where he evaluated more than $14 billion of agency IT portfolios and developed CPIC related policy recommendations. Chad has more than 20 years of IT management success in the Federal, commercial, and not for profit sectors. He has led development teams in industries ranging from telecommunications to HIV/AIDS research to poultry production.

Chad graduated from the University of Maryland where he met his wife Cathy. They live in Fairfax, Virginia with their two beautiful daughters, Morgan, 12, and Grace, 9.
