The administration has been shifting its focus toward determining what it wants agencies to accomplish, rather than first defining the lines of authority.
Collaboration is more important than sharp lines of authority when it comes to cybersecurity, according to the top Pentagon cybersecurity honcho. Robert Butler, the deputy assistant secretary of Defense for cyber policy, tells reporters the White House is pushing federal cyber groups to work together to focus on results. NextGov reports, that means there is less emphasis on who’s in charge. Butler also said cybersecurity officials are considering the idea of creating a secure network to protect both government and private networks from attack. His remarks echoed a proposal from General Keith Alexander, head of the National Security Agency and the DOD Cyber Command. Alexander has suggested building a so-called dot-secure network.
