Getting a tip on TIPSS-4

Treasury is splitting TIPSS 4 into two separate solicitations.

Opportunity Name: Total Information Processing Support Service 4 (TIPSS – 4)

Agency: Treasury Department, IRS

Contract Length: Five-year base period with five, one-year option periods (potentially through Sept. 30, 2019)

Estimated Value: $6 Billion, maximum ceiling value

Incumbents: 21 incumbent contracts—15 large and 6 small–including vendors such as: Accenture, BearingPoint, Booz Allen Hamilton, CSC, EDS, IBM, Lockheed Martin, Northrop Grumman, SAIC and Unisys

Services Provided: Full range of information technology support services for project and program level support. The support required encompasses a large spectrum of services from local microcomputer applications to large-scale integrated systems. Services are required across virtually all software languages and hardware platforms.

Timeline: The government released draft solicitation documents in December 2008. A pre-solicitation conference was held on Jan. 12. The RFP should be released in late spring or summer 2009. The current contracts expire in November, 2010.
