This week on “Off the Shelf”, Jon Etherton, president of Etherton & Associates, Inc., discusses the key procurement provisions of the FY 2016 National Defense Authorization Act (NDAA).

Driving the current acquisition reform movement is the recognition on the Hill  that the commercial, global market drives innovation and it is imperative that the Department gain greater access to that market.   Etheron also provides his insights on the way forward for the NDAA in the wake of a presidential veto.
