How USAID got out of technical debt

The U.S. Agency for International Development has no legacy systems. With more than $7 billion in technical debt across the government, USAID is not responsible for any of that. Jay Mahanand, the chief information officer at the U.S. Agency for International Development, said the agency accomplished what few others have been able to do: Get out of deep technical debt, by taking full advantage of the cloud and consolidating data centers.
