    The annual Defense authorization bill Congress sent to the President last week includes several provisions to redraw the Defense Department’s organizational chart, including one that creates a powerful new Chief Management Officer whose primary job will be overseeing and reforming DoD headquarters functions.

    Appointment is a promotion for Dave Tillotson, who until now has served as the Air Force’s deputy chief management officer.

  • DoD applies tighter scrutiny to business IT spending

    For the first time, review panels will question not just new IT projects, but also money spent on maintaining older technologies. The changes are part of an overhaul Congress ordered the Pentagon to implement with regard to how it handles investment review boards, the internal overseers that federal agencies use to greenlight spending for business IT systems.

    Management leaders in the Defense Department said a dogged and determined end-to-end examination of the government’s complex security clearance processes got that topic off of GAO’s high risk list this year. That approach is coming to the rest of DoD’s back office operations.
