Gen. Martin Dempsey releases a new National Military Strategy as one of the last major actions of his term as chairman of the Joint Chiefs of Staff. Dempsey said the strategy addresses the factors that are driving massive change in the military environment. Michael Vlahos is professor at the Johns Hopkins University Global Security Studies Program, and was recently a professor at the U.S. Naval War College. Retired U.S. Navy Capt. Jerry Hendrix is the director of the Defense Strategies and Assessments Program at the Center for a New American Security and former director of the Naval History and Heritage Command. The House and Senate Budget Committees are working through plans today that would add funds to the Overseas Contingency Operations budget. But the White House has already said President Barack Obama won't sign a budget with a huge increase in OCO funding. Long-term financial planning for the military is one aspect of a long-term strategy detailed in a new work called "Avoiding Trivia: A Strategy for Sustainment and Fiscal Security." Retired Navy Capt. By one measure, the Defense Department's health care bill is triple what it was 15 years ago. By another, medical costs make up 10 percent of the military's budget, compared to 6 percent in 2000. A new report from the Center for a New American Security says the department has to get health spending under control, and offers two main prescriptions. Peter Levin is an adjunct fellow at the center, and also a former chief technology officer at the Department of Veterans Affairs. In an interview with Federal News Radio's Jared Serbu, he says it's true that the nation's overall health care costs have been rising, but DoD seems to be last in line to address the problem.
