Recognized at the Department of Defense as a committed leader to reforming business processes and incorporating the accounting, finance and internal control requirements for strong DoD end-to-end business processes. Ms. Boutelle is extremely knowledgeable in the DoD environment and related DoD policies and procedures. She has led major initiatives for the Department while at DFAS and as Deputy CFO for DoD. During her role as Deputy CFO, she was directly responsible for bringing together Government Accountability Office (GAO), Office of Management and Budget (OMB), and DoD Inspector General (IG DoD) to work on a joint effort for improved financial management practices for the DoD.

Relevant Experience
Lead Client Service Partner, Deloitte & Touche LLP
Responsible to DoD clients to assist in the development and implementation of solutions to improve financial management processes in the DoD. Currently assisting a large DoD Agency in preparing for auditability through discovery, remediation, and validation phases. Assisting this agency to reengineer the property management processes to ensure adequate controls for accountability and supporting an audit. Other engagements include large program management support, business case analysis for reducing costs and implementing best business practices in the health care industry, performance metrics and reengineering a large DoD-wide program

Deputy CFO, Department of Defense
Responsible to the Under Secretary of Defense (Comptroller)/Chief Financial Officer for providing direct support to the Department’s Chief Financial Officer. In this role, Ms. Boutelle developed, interpreted, oversaw, implemented, and promulgated DoD-wide finance, accounting, and general financial management policies; promoted and facilitated improvements in finance, accounting, and general financial management processes and systems; and directed the preparation and submission of audited financial statements; as well as various other financial management matters including audit financial remediation efforts. Ms. Boutelle also led the Business Management Modernization Program (BMMP).

Director, Commercial Pay, DFAS
Ms. Boutelle was responsible for DFAS-wide payments of more than $180 billion annually to nearly 170,000 DoD contractors.

Deputy Director of Accounting Operations, DFAS
She was responsible for developing and implementing strategies and managing projects that identified significant improvements in the Agency’s accounting operations to include suspense account balances, in-transit, and problem disbursements.

Defense Commissary Agency, Department of Defense
Ms. Boutelle began Federal career in 1985 with the Army’s commissary organization and went on to be part of the team that created the Defense Commissary Agency.
