Agencies might once again be able to use past-performance data when picking a contractor.

The Obama Administration published an amendment to the Federal Acquisition Regulation on July 1.

Steve Kelman is with Harvard University’s Kennedy School of Government and was Administrator of the Office of Federal Procurment Policy during the Clinton Administration.

He recently wrote about past performance data in Federal Computer Week and tells us why he thinks it’s making a comeback.
