Republican Congressman Hal Rogers of Kentucky is in line to be the next head of the powerful House Appropriations Committee.

But, David Silverberg, editor of Homeland Security Today, says this is a bad idea.

He says Republican Congressman Hal Rogers of Kentucky has a history of what Silverberg calls “destructive earmarks.”
