Tragic events like last weekend’s shooting in Arizona might make us consider the impact of political rhetoric. But practical ways to prevent violence are something the Department of Homeland Security is always assessing.

David Silverberg, editor of Homeland Security Today, told DorobekINSIDER producer Scott Carr that the motives of an attacker like Jared Loughner are so hard to understand that it’s difficult to react in a constructive way.
