Sonny Hashmi: FITARA metrics will look the same for all agencies

The Government Accountability Office is helping the House Oversight Committee develop a scorecard for implementation of the Federal Information Technology Acquisition Reform Act. The metrics will likely look the same for every agency. But that may not be the fairest way to grade.
