Today we talk with Greg Rothwell, president of the Evermay Consulting Group. He’s also a former chief procurement officer at the Department of Homeland Security, where he worked extensively with EAGLE.

So, why would an agency create its own multiple award contract rather then going with another contract vehicle — like one from GSA?
