The Defense Business Board has recommendations for Carter and his colleagues at the top of the Pentagon for improving the department's business operations. Bill Phillips is principal in charge of the federal advisory unit at KPMG. He's also chair of the Defense Business Board task force, and on In Depth with Francis Rose, he shared the recommendations.
