  • Some Rapid Innovation Program projects are still slow-going for the Defense Department. The Pentagon uses the program to get new technology projects off the ground. But the Government Accountability Office says half of the 44 rapid innovation projects DoD completed in July 20-14 are in the hands of acquisition departments or other users.   • A new piece of legislation would help ensure a smoother transition between presidential administrations. The bill would put a senior-level, White House-led interagency transition council in place at least six months before Election Day to help with the move. Sen.
