The aircraft carrier Gerald R Ford will be the first ship of the Navy's new carrier design. Adm. Paul Zukunft says he’s highly optimistic that more money is coming to help recapitalize his fleet. The House and Senate have yet to agree to a 2016 appropriations bill for the Department of Homeland Security, but he said his discussions with leaders of both parties from the two congressional appropriations committees suggest his service will get a robust plus-up.
