  • Federal contractors are taking a magnifying glass to the fine print in their contracts with the government. Or they should be. The General Services Administration has proposed a set of rules known as class deviation. In a nutshell, it wants all contracts expunged of boilerplate clauses that run against the Federal Acquisition Regulation. Joe Petrillo is a partner at the law firm Petrillo and Powell.   • The Navy is applying its 20-year-old open systems architecture strategy to a new class of ships. The OSA strategy tackles acquisition and system development in a modular way, so the Navy can customize weapon systems and designs throughout the lifecycle of the program. Nick Guertin is director of transformation in the Office of the Deputy Assistant Secretary of the Navy for Research, Development, Test and Evaluation.   • Federal jobs are not the easiest or the best-paid, but at least they're secure. Or so the thinking went. That long-held belief is less prevalent today than it once was, particularly among Senior Executive Service members. A 2014 law that gave Veterans Affairs Secretary Bob McDonald more leeway to fire SES members has taken a toll on members' morale government-wide. Many are questioning their career choices. That finding comes from a Senior Executives Association survey on the possibility of at-will employment. SEA President Carol Bonosaro discussed it with Federal News Radio's Emily Kopp.
