The U.S. Agency for International Development has tapped a former senior engineer at Google to run its new Global Development Lab. Ann Mei Chang will start later this month. She spent eight years at the Silicon Valley powerhouse before stints at the State Department and the nonprofit Mercy Corps. The end-of-year holiday shopping season always seems to suck in a torrent of counterfeit merchandise, everything from faux Louis Vuitton baggage to fake car tires. It's also when federal agencies charged with stopping trade in counterfeits swing into high gear. Some changes will come to the highest levels of the Defense Department if the National Defense Authorization Act becomes law. It will empower Chief Information Officers to make more budget decisions, and be more embedded in the strategic directions of federal agencies.
